We created the Brad persona to play a role in a story about a Department of Transportation where he is assigned to respond to Public Records and Public Information requests to illustrate the challenges associated with meeting the requirements for responding to constituent requests in line with compliance standards defined in the federal Freedom of Information Act (FOIA).
Brad is an intern, and so he gets a lot of tasks assigned to him that no one else wants to do, or the task will take so many steps it is deemed too complex to respond during normal work schedules for full time employees. He has to figure out what FOIA is, how he's supposed to go about answering requests, how long he has to do it, and what happens if the DOT does not respond to the request in time.
